一、市场分析

二、确定宣传目标

第二步，确定宣传目标是至关重要的一个环节。宣传目标的确定直接影响到后面新闻点的策划、媒体的选择和预算的编制等步骤。针对不同的宣传目标我们需要确定宣传范围，选择宣传媒体，有针对性的实施是成功新闻报道策划的开始。

考虑到测绘行业在目前阶段仍然属于冷门行业，测绘科技及成果应用还鲜为人知的情况，我们要把“冷饭”炒热，不花一番心思怎么行。我们充分运用“借势”、“造势”两大基本方法策划专题报道的新闻点。适值汶川地震发生不久，地震救灾和灾后重建仍是当前重大社会热点问题，我们借机充分发掘测绘成果在汶川地震中发挥的重大作用，为宣传测绘成果应用造势，同时辅以测绘高新技术设备仪器的科普普及报道，便于受众进一步了解测绘，达到我们的宣传目标。

四、选择媒体

新闻报道策划都是通过媒体的传播来完成的，因此媒体的选择非常重要。专题新闻报道更要针对专题的特点来选择媒体。首先从宣传目标出发确定该专题报道不仅具有全国性、行业性的特点，还具有科技性、应用性的特点，然后基于我国测绘科技行业的实际状况并结合国际摄影测量大会的具体情况，我们决定选择xxx、xxx、xxx、经济日报、中央人民广播电台、中央电视台新闻中心(新闻频道)、科技日报、中国新闻社、中国日报(英文)、国际广播电台，凤凰卫视、国土资源报等中央主要媒体。

五、编制预算

做一次宣传，当然要衡量投入产出比，对预算做到心中有数。新闻报道策划离不开对新闻事件的实施费用。新闻报道策划不同个案的实施费用往往会根据具体的策划而有所不同，因此应采用“目标任务法”来预算。所谓“目标任务法”，就是先确定一个新闻报道策划的目标，然后估算出要达到这一目标所需的费用，包括新闻策划实施费用和新闻发布费用，这两项费用相加就是一次新闻报道策划的总费用。

六、策划的实施和控制
